Cause
The OCR is located on ASM and CRSD is client of ASM thus ASM can't be shutdown.
Solution :
One way to remedy this error is to stop Grid Infrastructure / Clusterware on the local node, then restart. The following command can / should be used to stop Oracle Clusterware.
$GI_HOME/bin/crsctl stop crs
Note that 'crsctl stop crs' acts on the local node only.
